On
Tuesday, July 29, 2025, in Lomé, the High Authority for the Prevention and
Fight against Corruption and Related Offenses (HAPLUCIA) presented, during a
press conference, a project to integrate anti-corruption education into
teaching and training curricula in Togo. This project, officially launched on
July 3, aims to instill the values of integrity, probity, responsibility, and
accountability in learners from an early age in order to build a generation
that is aware of and committed to fighting corruption in all its forms.
Led
by HAPLUCIA in partnership with the ministries responsible for education and
training, this initiative aims to institutionalize the teaching of the values
of probity, integrity, transparency, and responsible citizenship at all levels
of the Togolese education system, from primary school to university.
In
his speech, HAPLUCIA President Kimelabalou Aba emphasized the strategic
dimension of the project. "This project is not simply a program reform. It
is a strong political vision, an investment in our children's future, and a
clear presidential commitment to building a more ethical, equitable, and
responsible Togo. We must take action at the root by instilling fundamental
values such as integrity, honesty, responsibility, and civic-mindedness in the
younger generations," he said.
For
his part, the Minister of Technical Education, Isaac Tchiakpé, pointed out that
any lasting fight against corruption must be based on a solid basic education
that can shape citizens who are aware of their responsibilities.
The
implementation of this project relies on close collaboration between
educational institutions, technical and financial partners, civil society,
teachers, and educational communities.
A
project that brings hope to Togolese youth
With
a total budget of 650,426,606 CFA francs, the project aims to promote the
teaching of values such as ethics, integrity, probity, honesty, accountability,
and responsibility at all levels of the education system in order to
effectively prevent and combat corruption in Togo.
Implementation
will take place over a three-year period (January 2025 to July 2028) and will
be carried out in three phases: the pre-test phase, the pre-test extension
phase, and the generalization phase, which will involve all schools and
training institutions in the country.
Two
complementary pedagogical approaches
The
project provides for two integration formulas depending on the subsystems. The
“integrated” formula, intended for primary, general secondary, and technical
education, consists of incorporating concepts related to the fight against
corruption into existing disciplines.
The
“modular” formula, adapted to higher education and vocational training centers,
is based on the development of specific modules according to the level of
study.
The
pre-test phase will be launched in several pilot institutions, including
Légbassito High School, Adidogomé Technical and Vocational High School, Kara
Sud High School, and the Kara Regional Center for Technical Education and
Vocational Training.
In
higher education, this first phase will involve the Faculty of Law at the
University of Lomé, the National School of Administration (ENA) in Lomé, and
the Faculty of Law and Faculty of Political Science at the University of Kara.
With
this innovative project, Togo is laying the foundations for a new generation
that is aware, responsible, and resolutely committed to ethical governance.
